V-1 was attempting to make a left turn on Business 67 from the parking lot of 1471 north Westwood Boulevard.
V-2 was south bound on Business 67 in the outside lane about Highland Drive.
The Driver of V-1 advised he pulled onto the wrong side of the median to leave the parking lot.
Driver of V-1 advised instead of changing positions he decided to proceeded through the red light and make the left turn onto Business 67.
Driver of V-1 advised he failed to see V-2 pulling into the path of V-2 causing V-2 to strike the driver’s side of V-1.
Driver and passenger of V-1 both complained of face pain.

    I don’t think they read far enough, personally I think Rule 182 & 183 spell it out pretty clearly. What the British Cycling article doesn't make clear is if they are talking only about left turns, as right turning vehicles are already required to giveway to oncoming vehicles.
