When usain bolt runs he puts a massive amount of force into the ground.
With each quick stride he takes he generates a huge amount of force.the ground produces the same amount of force to propel bolt forward.
Usain would need more force to propel him forward because he would weight more and is taller than the other athletes he would be racing.
The more mass you have the more force that is need to move forward and be faster than the other athletes (according to Newton's second law)

The reason behind that is because when sprinting they are accelerating and building up momentum when they finally hit top speed it is very hard for someone to stop or hard to change the speed. It's called inertia or Newton's first law .(the tendency to resist change)
Newton's first law also acts at the starting line, as a sprinter uses the starting blocks to help to have a quicker starting time.
When a sprinter starts on the line in the blocks you are completely motionless, when the gun goes off they immediately kick off the starting blocks and go into motion. A shot-put (10kg) weighs more more than a discus (5kg). Thrown with the same force of 20N the discus acceleration would be great, the fact is that the discus would have twice the acceleration over the shot put. A discus of that size would be thrown/accelerate at 4m/s squared while a shot put would accelerate at 2m/s squared. When you need to throw something with a greater mass the more force you use the reach the same acceleration of an object with lesser mass.
Newton's 3rd law goes back to the starting blocks as the third law of motion also comes into place. This law states that for every action their is an equal and Opposite reaction. When they start off the blocks, The blocks move backwards which is the equal and opposite reaction.
When runners build up potential energy before their race. As they ready the selves into position on their blocks, they are building up potential energy. Taking the 100m for an example as the runner is positioned on the starting blocks they are building up potential energy because they are not in motion and have the potential to move. The potential that they are building up into an other form of energy. As for that the potential energy would change into kinetic energy when the sprinter execrates out of the blocks.
