Introduction
Animals play an important role in toxicology research. Researchers and scientist use animals in laboratory experiments to determine the effect of chemical substances on human beings, animals, and the environment. Research in Toxicology plays an important role in improving the quality of life. For example, research can help to determine safe food, safe medicine, appropriate treatment and safe industrial chemicals. In toxicology, all chemicals are considered to be potentially harmful to human beings and the environment. However, the level of exposure is the determining factor in this case. In most cases, exposure to small quantities is believed to be harmless. On the contrary side, exposure to large quantities is considered to be dangerous. Despite the arguments concerning the level of exposure, researchers and scientists are supposed to perform laboratory tests to determine the safe limits of exposure to chemical substances. Considering the various aspects that affect the subject of toxicology, policies are supposed to guide researchers, scientists and members of public on ethical practices as far as the study of toxicology is concerned (SOT, 2006).

The objectives of toxicity testing are to determine the quantitative and qualitative effect of chemical substances in human beings and the environment. Toxicity testing is done in an ethical manner to avoid adverse effects on the population of animals. Regulation of the testing activities is essential in carrying out different activities for toxicity testing. Although there are serious ethical issues concerning the accuracy of the results derived from animal experience, scientist and researchers are supposed to enhance the quality of their work to minimize possible errors (SOT,
