Internally at Phone2Action, a “campaign” is defined as an initiative — be it legislative, membership, or anything else — which consists of a public web page (a campaign page or action center that may be distributed through advertising, social media, etc.), and a group of advocates (anyone who “takes action” on a campaign is automatically added to this group. Further, if a client wanted a specific bill to pass, the campaign was counted as a win if the bill passed. Campaigns were only counted as a win if they passed the body or bodies the campaign targeted. For example, if a campaign only targeted the U.S. Senate and the bill passes the Senate but the house version of the bill fails to pass, the campaign is counted as a win.
