USERRA is intended to minimize the disadvantages to an individual that occur when that person needs to be absent from his or her civilian employment to serve in this country's uniformed services. USERRA makes major improvements in protecting service member rights and benefits by clarifying the law and improving enforcement mechanisms. It also provides employees with Department of Labor assistance in processing claims.

ICC will grant all full-time employees paid leave for up to three days upon the death of a member of their immediate family or of another close relative. This includes parents, spouse, children, brother, sister, niece, nephew, grandchildren, grandparents, and parents/brothers/sisters-in-law. Step-relatives, relatives by adoption, legal dependents, custodial relatives, and registered domestic partners and their children are included in this definition. Whenever the need arises, an employee should arrange for funeral leave with his/her supervisor as soon as possible. Full-time employees are eligible for one day paid leave to attend the funeral of extended family. Extended family includes aunts, uncles and cousins. An employee who wishes to attend the funeral of a close friend or others outside of the definitions above can request time of from the Supervisor, and must use accrued leave to attend the funeral. Appropriate documentation may be requested. No other benefits will be affected after the implementation of this type of
