Crime data, crimes committed in the United States and the data collected of those crimes, are collected by two major systems and sources: The Federal Bureau of Investigation’s Uniform Crime Reporting (UCR) Program, which is also known as the UCR/NIBRS Program, and the National Crime Victimization Survey (NCVS) headed by the Bureau of Justice Statistics (BJS).

This national system of uniform crime statistic (UCR) data collection was developed in 1930, and it the main source with the most quoted numbers purporting to describe crime in America. Hate crimes are the highest priority of the FBI’s Civil Rights program. With the passage of the Matthew Shepard and James Byrd, Jr., Hate Crimes Prevention Act of 2009, the Bureau became authorized to investigate these crimes without this prohibition. This landmark legislation also expanded the role of the FBI to allow for the investigation of hate crimes committed against those based on biases of actual or perceived sexual orientation, gender identity, disability, or gender. Their data comes from the traditional supporting system, as well as via U.S. Justice Dept. Civil Rights Division and Hate Crime Working Groups, of which the majority of the FBI’s field offices participate in these local groups. They have also forged partnerships nationally and locally with many civil rights organizations, American-Arab Anti-Discrimination Committee, American Association of University Women, Anti-Defamation League, Asian American Justice Center, Hindu American Foundation, Human Rights Campaign, The Leadership Conference on Civil and Human Rights, National Association for the Advancement of Colored People, National Center for Transgender Equality, National Council of Jewish Women, National Disability Rights Network, National Gay and Lesbian Task Force, National Organization for Women, Sikh American Legal Defense and Education Fund, The Sikh Coalition, Southern Poverty Law Center, and many others.
