Crime data, crimes committed in the United States and the data collected of those crimes, are collected by two major systems and sources: The Federal Bureau of Investigation’s Uniform Crime Reporting (UCR) Program, which is also known as the UCR/NIBRS Program, and the National Crime Victimization Survey (NCVS) headed by the Bureau of Justice Statistics (BJS).
The UCR/NIBRS Program
This national system of uniform crime statistic (UCR) data collection was developed in 1930, and it the main source with the most quoted numbers purporting to describe crime in America. Its statistics are based, for the most part, on reports to police agencies by the victims of crime. During its first year of operation, 400 cities in 43 states made reports; and twenty

Hate crimes are the highest priority of the FBI’s Civil Rights program. With the passage of the Matthew Shepard and James Byrd, Jr., Hate Crimes Prevention Act of 2009, the Bureau became authorized to investigate these crimes without this prohibition. This landmark legislation also expanded the role of the FBI to allow for the investigation of hate crimes committed against those based on biases of actual or perceived sexual orientation, gender identity, disability, or gender. Their data comes from the traditional supporting system, as well as via U.S. Justice Dept. Civil Rights Division and Hate Crime Working Groups, of which the majority of the FBI’s field offices participate in these local groups. They have also forged partnerships nationally and locally with many civil rights organizations, American-Arab Anti-Discrimination Committee, American Association of University Women, Anti-Defamation League, Asian American Justice Center, Hindu American Foundation, Human Rights Campaign, The Leadership Conference on Civil and Human Rights, National Association for the Advancement of Colored People, National Center for Transgender Equality, National Council of Jewish Women, National Disability Rights Network, National Gay and Lesbian Task Force, National Organization for Women, Sikh American Legal Defense and Education Fund, The Sikh Coalition, Southern Poverty Law Center, and many others. According to of the Article by Cronin, Mcdevitt, Farwell, and Nolan, the issues with measuring the prevalence of hate crime is the lack of training of the different law enforcement agencies in how to identify bias crime. Based on Uniform Crime report, 84 percent of agencies that participate report zero bias incident between 1992 and 2004). In most of the agencies, “officers are not well prepared, so at the time of the report officers make judgements about bias motivation with limited information. Also officers judgments central to the bias crime reporting process because standards are not easy applied in some situations.” (Cronin, Mcdevitt, Farwell, and Nolan, 217)…

Although the term "hate crime" doesn’t seem new anymore given the attention it has received in the past several years in America and other countries these types of offenses have been around for many decades. In this paper I’m going to disgust Laramie, WY, a small town which became infamous overnight in the fall of 1998, when Matthew Shepard, a gay college student, was found tied to a fence after being brutally beaten and left to die, setting off a nationwide debate about hate crimes and homophobia. Moisés Kaufman and members of New York's Tectonic Theater Project went to Laramie, Wyoming one month after the after a horrific murder of Matthew Shepard in order to gather in-person interviews from Laramie's town. The idea was to capture the emotions,…

The Uniform Crime Report (UCR), which is gathered by the Federal Bureau of Investigation (FBI), is a primary source for crime statistics in the United States (Walsh 2015, p. 25). Through the UCR, the citizens and the law enforcement officers can see the crime rates or statistics in a given city. The UCR identifies offenses in two categories, Part I – the index crime and Part 2 – the less serious crime. The index crime is the violent crimes, property crimes, and human trafficking. Violent crimes include homicide, assault, forcible, rape, and robbery.…

In 2016, the FBI reported that the majority of hate crimes were committed by White people (46.3%). They were also majorly committed by adults (83.8%) (Hate Crime Summary). This suggests that this is not a matter of innocence, but of specific intention and hate or ignorance. “While the depths of these prejudices vary among offenders, they all share a reliance on similar negative stereotypes, which direct aggression manifests, once it is emotionally triggered.”…

The Anti-Defamation League, an organization that aims to stop the defamation of the Jewish people, states that "the number of hate groups that are believed to be operating in America has risen by 48% since 2000" (Browner, 138). Part of this is due to widespread access to the internet and more people and new means of being able to communicate, such as in Hateforum.com, a web site for hate group members to exchange ideas and experiences in private. With more ways to hide identity, it makes it less likely for these members to distinguish. Along with increased hate groups come increased hate crimes and "four specific hate crimes account for almost 92% of total hate crimes: aggregated assault, simple assault, intimidation, and vandalism." (Wright,…

This is a slight decrease from the 2012 year. The majority was due to racial bias at 48.5% of the crimes; the next three highest are due to sexual orientation, religion and ethnicity; followed by disability, gender, and gender identity which constituted for a total of about 2% of the offenses (“Latest Hate Crime Statistics Report Released” 2014). One critique involving the Uniform Crime Report data is that it is all voluntary for the different police agencies to report their crimes, meaning the official report is not accurate. Studies have also shown that hate crime statistics tend to rise right after when huge events have occurred; for instance this happened post 9/11 terrorist attacks. Many bias motivated attacks swept the nation -as…

The Federal Bureau of Investigation has gathered elements to be able to determine when a hate crime has been committed. When reporting a crime, the fact that the offender was biased against the victim’s different characteristics is not enough to consider it a hate crime. It is the criminal act that should be proven to have been motivated, “in whole or in part, by his or her bias” (Law Enforcement Support Section (LESS) Crime Statistics Management Unit (CSMU), 2015). Even though we know a hate crime needs to have a motive, it is not enough evidence to be able to report as a hate crime. The FBI has stated certain guidelines and believes that when a case is found showing some proven elements they are more likely of finding a biased motivated crime.…

Hate crimes occur all over the United States all the time, and whether it be because of race, sexual preference, or religion, they always make an impact on society. For example, on September 15, 1963, four members of the Ku Klux Klan violently stated their racist beliefs against African Americans in the Birmingham Church bombing in Birmingham, Alabama (“Birmingham Church Bombing”). As stated in a 2013 Newscurrents article, “The bombing took place because the church was a center of civil rights action… Four young African American girls were killed in the explosion. They were Addie Mae Collins, 14, Cynthia Wesley, 14, Carole Robertson, 14, and Denise McNair, 11” (“Remembering ‘Four Little Girls’”).…

Classification errors happen when a criminal offense is misclassified by police before being submitted into the UCR database. This article talks about a study conducted in police agencies in rural states. The study is made in a methodological approach in 3 stages, 1.)…

A hate crime is an offense, usually violent, motivated by the prejudice of one specific status a single individual holds, i.e., sexual orientation, religion, gender, ethnicity, ect. These crimes are driven simply because of the hatred one person feels towards another. An individual is targeted because of something about themselves a single person or group of people do not approve of. Hate crimes are the highest priority of the FBI’s Civil Rights program and each year an estimated 1,200 crimes are reported, however, the number is most likely higher due to underreported cases. In 2012, an astonishing 5,796 were committed.…
