Zachary, civil engineering student, has three different projects to be executed. First is related with the improvement in the highway in front of Big John’s supermarket, second is related to repair of Elk Mountain road and third one is repair of bridge over Crockett Creek. However, due to the lack of proper resources, Zachary has to made choice regarding the priority of the projects. In this regard, the project related to the development in the highway in front of Big John’s supermarket (project 1), would require significant amount of money due to its complex geographic situation. Moreover, Big John is also not ready to contribute in the project. In addition to the project of repair of Elk Mountain road (Project 2) would have high social cost as this one of the major route of transportation for the city. However, there is an alternate available for the city for transportation, but for heavy transportation, this road in bad conditions. Along with this, another project considered is repair of bridge over Crockett Creek (project 3) can be considered quite crucial for the city as this bridge connects state correctional facility (prison) with rest of the city. Since, the prison is the major employer of Mainville, this bad condition of the bridge can be considered quite critical for the employment status of the city. Bad conditions of the bridge is indicating that it would be washed away in the coming rain which would disconnect prison with the rest of the city.
