The emergency response plan will cover three types of emergencies in Atlanta, Georgia community as discussed earlier. The emergencies include winter storms, tornadoes, and floods. The hazard and vulnerability analysis will focus attention on these hazards, which are highly likely to have a great impact on Atlanta, Georgia community and its facilities. Four categories will be used to place each disaster into perspective. The categories include probability, response, property impact, and human impact. For this paper, vulnerability is defined as lives, wealth, and structures that might be possibly exposed to an environmental disaster.

This equates to roughly 65 incidents annually. In total, the storms have caused 40 fatalities, 415 injuries and more than $413 million in damages.
Regional Snowfall Index (RSI) is used to rank the effects of a snowstorm on a scale of 1-5. RSI is centered on the spatial scope of the storm, the extent of snowfall and comparison of these components with the population.
Floods- Hazard and Vulnerability Analysis
Flooding is highly reliant on precipitation amounts, and it occurs around a given body of water and a low-lying surface with enough snowmelt or precipitation.
In Georgia, a total of 1,601 flooding incidents has happened from 1960-2012. This equates to roughly 26 events per year. In total, these floods have caused 69 fatalities, 51 injuries and more than $854 million in damages.

Comprising the CNN Center and the Georgia Dome, where basketball tournament got postponed. Many other buildings were destroyed including Philips Arena, Omni Hotel, which got evacuated after windows got blown out, and the Georgia Congress Center. As a result, one man got killed, and 30 others got injuries. On 15th March, two other deaths were reported in the northern Atlanta.
Strengths and weaknesses in Hazard and Vulnerability Analysis
This hazard and vulnerability analysis will help emergency managers and the community to identify and understand disasters. The knowledge will contribute to prevent and significantly decrease the impacts of these hazards (King County Emergency Management, 2015). Thus, community leaders can make risk-based decisions to address the vulnerabilities, mitigate disasters, and prepare for recovery or response.
A major weakness is that the analysis has mainly focused on how the community faced and handled these disasters. It has not addressed the conditions that are expected to shift, and what opportunities or constraints are available for future adaptation (Martel & Klibi, 2016).
