The guards were given complete control over the detonator and decide who was going to use it, however towards the end of the scene one the prisoner convinced one of the guard to given him the detonator and threw it out the window, not giving anyone a chance to blow up the other boat. The prisoner boats would have immediately decant into a school without stion upon announcing the joker games during this kind of situation. Usually Prisoners do not have moral mindset to sacrifice themselves, acknowledge that their boat is the one that does not deserve to survive. The primary factor in this case of the prison boat would be how long the officers could hold out against the rioters, without giving to the presser and pulling the trigger to save themselves from the rioting prisoners. On the other hand you have civilian ship, there is a completely different situation.
