The Uniform Crime Report (UCR), was developed by the International Association of Chiefs of Police (IACP), in 1920 as a resource of uniform crime data and to counter media generated crime-waves. The report listed crime data collected from police departments from around the nation, and it listed. After its publication, the report has been criticized as a useless tool to show measurements, and conclude any outcomes from it.
There are many issues with the data in the report, such as the way data is collected, the bias in presenting the data, the ability to hide information or misrepresent numbers. The report does not give strict directions on the reporting department, on how to collect the data and how to report it. It was shown from the early

    Only the most serious offense is reported when processed through the UCR because of the hierarchy rule, while the NIBRS allows up to 10 offenses per incident (NIBRS Overview, 2016).
