The text defines UCR as “a nationwide statistical computation involving more that 1,800 city, county, and state law enforcement agencies that voluntarily provide data on reported crimes (Wallace, Roberson, 2015, p.51). The primary objective of the UCR is to develop a set or reliable criminal statistics to be used by law enforcement administration, operation, and management. Common problems with UCR system is that it only lists crimes that are reported to law enforcement and some police agencies do not report crimes to the FBI or Department of Justice. UCR solely rely on voluntary reports from law enforcement, so there is the possibility of underreporting from some agencies. Also the issue of counting crimes causes a problem as well as exclusion
