Under the Articles of Confederation, the federal government was considered weak because it has no authority over interstate and foreign trade matter. States are free to conduct their own respective business and the federal government has no say to whatever states do. So, with states acting like its own sovereign nation rather than a type of government under the federal government, the relationship between the two government is chaotic.
