Studies in Britain and America show that about 50 percent of drug users were criminal before they started taking drugs ( Bean and Wilkinson , 1988 cited in Fowler , 2002) Paraphrase.
Certainly some drug users are involved in property crime and obviously a proportion of the income they derive from crime is spent on drug use .
