All foreign and domestic agencies must work together in preventing an attack on the homeland and their respected countries. The Proliferation Security Initiative is an international counter proliferation effort involving more than 100 countries. These countries along with HSINT should develop training plans. Our subject matter experts should teach and train foreign countries the importance of stopping a CBRNE attack, and all phases. The proliferation of WMD continues both covertly and openly which is evident with the use of multiple routes which is worrisome because it may indicate that traffickers have detected a possible new demand in the regions of Central Asia, the Caucasus, Afghanistan, Pakistan, and proceeding west toward Europe through Turkey (Ouagrham-Gormley). There are different responding procedures to various attacks from prophylactic medicines, chemical antidotes, or vaccines. Technology needs to be updated and be made available throughout the U.S. for detecting and evaluation possible attacks. Various departments in the hospital, and poison control centers will report any suspicious injuries and illnesses that could have been a part of CBRNE equipment. There will be multilevel laboratory response network for bioterrorism in all states, and major cities. There would also be up-to-the minute emergency information to contain the area, and inform the public.
Not all countries are a part of the Proliferation Security Initiative. Individuals and terrorists group don’t follow none of these agreements. If a CBRNE attack occurs, there will be a joint responses by many agencies to help in recovery phase, and to investigate the attack.
