In the Conference, they included the Five-Power Treaty which set a ration of warship tonnage and the Nine-Power Treaty, a multilateral agreement that marked internationalization of the U.S. Open Door Policy, both favored the U.S, but these limitations of weapons in each country and open policy were made to keep peace around the world (Document 2). In August 27, 1928, another treaty of peace were held in Paris known as the Kellogg-Briand Pact, the pact was an multilateral agreement attempting to eliminate the war as an instrument of national policy, with the help of the World Court, peace and international conflict were meant to be fixed by the use of word, not actions. Ultimately, in 1929, the Stock Market Crash made impossible to maintain international peace due to the attempt of every nation to gain money that were lost. Roosevelt took office, isolationism start dismissing, the “Good Neighbor Policy” was a policy in which U.S. will approach most of the South American nations, this marked a departure of from traditional American interventionism. The new policy meant that U.S. will intervene and help his national neighbors, the first step that the U.S. took was training a National Guard in Latin America, as the U.S. sent more business to certain part of Mexico, Cuba and Haiti. The lack of political control in those countries coerced the U.S. to take action and created the guard, as many of the Latin American did not support the residency of Americans or “gringos” taking resources out of their country multiple banana wars between the civilians and National Guard started. Later on, the Secretary of State Cordell Hull insisted that world trade would not only help the United State to pull itself out of the down fall, but also would boost the chance of global peace.
