The EU then discusses the need to be ready to act to uphold their high standards if rules are broken. These standards originate in the dominant Christian religion of the EU. Democracy stemmed from Christianity and is the heart of the west but that is not so in other countries. The EU, in essence, is imposing its values and ideals on the rest of the world and expects them to fall in line. It even goes on to state that those countries who are unwilling to fall in line need to understand that there will be a price to be paid. The ESS states that the best protection for their security is a “world of well-governed democratic states" offering opportunity and justice for everyone. One way to do so is to have alliances and treaties with other friendly nations. The EU must have assurances in writing as per their low-context cultural dimension suggests. Their “to-do” low context needs also suggest independence and self-reliance, however, the global environment does not allow for individualism in protection and security. The EU must learn to achieve diplomacy with other nations to be a regional peacekeeper and will need assistance in creating a ring of well governed
