This affects political socialization because Blacks in certain communities are not allotted proper resources or opportunities to ensure they are not in poverty. Consequently, they grow and develop believing that politics and participating in government will not help them. Genocide becomes an issue when poverty is present because citizens are forced into circumstances where they feel as though they need to do anything they can, no matter the consequences, in order to help their current situation. Citizens in these environments are fundamentally being socialized through their environments that politics is not important causing a continuation of ignorance and nonparticipation in voting where they would be able to change the elected officials who decide how funds are distributed. Transfer theory occurs when someone takes ideas or attitudes from places like home or school and uses them in the political world (Turner).
