The act of crime is brought about by breaking the law enforced by the government thus, there is violation of rights entitled to individuals and disruptions of well-being (Brown et al. 2013: 20). The duty of a law enforcement officer is to eradicate crime in a society, it’s to promote peace and ensure safety within a society. Additionally, law enforcement officers are normally seen as law abiding citizens who are tasked with implementing the laws at all jurisdictional levels (Otu 2006: 18). At the same time, some law enforcement officers see themselves as crime fighters, while others consider themselves helpers of those who cannot help themselves. This means that a suspect has rights, and when a police officer violates these rights, the police officer in question has broken the law and as a result the suspect gets released from jail, as enacted in the movie Dirty Harry. Additionally, legislative principles link with liberal ideas about due process, whereby punishment can only be imposed in cases where the defendant’s liability has been proved beyond reasonable doubt (Cross 2010: 50). This therefore means that, law enforcers can only stop, search and arrest on the foundation of rational suspicion. In addition, the law enforcement officer must provide a search warrant before searching a suspect’s property (Dirty Harry, 1971). Detective Callahan’s failure to do this in the movie Dirty Harry, resulted in the evidence being inadmissible in the court of law, and in turn the suspect was released from police custody. Therefore, despite a law enforcement officer’s efforts to apprehend a suspect, if legislative laws are broken as well as human rights violated, the case built against the suspect will most likely be thrown out of the court of law. Zedner (2004: 79) suggests that, most crimes come to the attention of the police through reports from the public, rather than investigation by the police themselves. This therefore means that, the public can serve as an aid to law enforcement agencies, this is through reporting crimes, serving as witnesses and giving the police leads which help them in catching the suspect. Additionally, the majority of public knowledge about crime and justice is derived from media consumption (Surette 2007: 22). This means that, the media, moulds the public’s perception about crime and justice. Nevertheless, in the movie Dirty Harry (1971), members of the general public, helped detective Callahan, find were the suspect was staying. Therefore, without their aid, Callahan would not have been able to find the suspect as fast as he did. However, the public is not always willing to aid law enforcement officers in apprehending a suspect, instead sometimes the public are an obstacle rather than an aid. Furthermore, we can see this in the Movie Dirty Harry (1971), when the suspect claimed to be assaulted by Callahan, this incident, although not necessarily true, was publicised in the media and as a result, the homicide department got negative energy from the public, which made it more difficult to solve the case.
