When discussing this particular question leadership can become very important, many times it can become the most important factor. As a hostage incident plays out the true might be far from what our initial thought and one cannot become an advocate for one side or the other and must make good sound decisions based on what is best for the overall organization as a whole. It’s a process that takes a look towards the future and actually sets a guide for the organization to follow to achieve certain goals and or benchmarks that have been set by the plan. These goals and or benchmarks are time sensitive and can be set by the organization of the command staff; the plan might be a year, three (3) years or five (5) years. The plan could very well be altered at a certain point and time if the priorities of the organization changes. This plan is very important to the success or the failure of the organization and it will ultimately be how it is judged. Strategy development process, strategic objectives are points that would be included in the plan, situations such as hostage negations are areas that should be included in mock training as well as tabletop exercises (Ford & Evans, 2000). The area of exposure should be contained and sealed off, other inmates should be secured and their safety insured. A certified hostage negotiator team should be utilized; the team will be a connection with the hostage takers. The negotiator will allow the hostage takers to express their frustration and anxieties and make an attempt to solve minor problems where possible. Under no circumstances will a hostage be exchanged for release or reduction in sentence, for any inmate or alcohol and or drugs should be exchanged for the release of hostages and no hostage will be exchanged for a different hostage (Carlson & Garrett, 2008, p. 483). A tactical team should deploy and prepare an assault plan in case needed and called upon by the ICS (Incident Command System) commander (Carlson & Garrett, 2008, p.
