The agenda setting theory of the media states that, “mass media determines the issues that concern the public rather than the public’s views. In essence, this theory implies that the issues that receive the most attention from media become the issue that the public discusses, debates and demands action on. This means that, the media are determining what issues and stories the public thinks about. The population of this study therefore, comprises staff, students, policy makers, farmers and communicators in Nigeria. According to World Bank, the projected population of Nigeria is 182.2million. Also the projected population of Delta state is 4,826,000
This study will derive its working population from Delta State University, Abraka, which is over 36000. However, three departments of the university have been selected purposively selected due to their relevance. They are department of mass communication, economics and agriculture. The number of working population therefore amounts to 1300.
3.3 Sample Size
Sample size refers to the members or elements which have been proportionally selected from the study population and on which the actual investigation is carried out. It is a smaller group of elements drawn from a specified population study. The impracticability of studying an entire population is what necessitated selecting a sample size (Ohaja, 2003, pg 75).
To determine the sample size the Taro Yamane’s (1967) sample size formula will be employed.

3.6 Validity and Reliability of Instrument
The questionnaire being the instrument used in conducting this research was fashioned in such a way as to adequately reflect the phenomenon under study. The instrument used in data collection is valid because it enables the researcher to obtain quick and accurate information or data.The instruments were able to reach the selected group and sample size was able to achieve the required information needed for concrete conclusion of the research work.
The reliability of the instrument was determined through the test retest method. Copies of the instrument were administered to be randomly drawn sample of 20 respondents. There was a retest of the same instrument on the same sample after two weeks of which same response was elicited from respondents.
3.7 Techniques of Data Analysis
The section of field study will be analysed within the context of the research questions, use of simple percentage and number for easy interpretation.
