In 1819 Missouri had a big enough population to be admitted into the union. However Missouri requested to be admitted as a slave state which would disrupt the balance in representation in the Senate. Congress enacted the Missouri Compromise which would admit Missouri as a slave state, admit Maine as a free state as well as outlawing slavery north of 36°30. This was criticized by many southerners because it established the principle that Congress could make laws regarding slavery; northerners, on the other hand, condemned it for acquiescing in the expansion of slavery. Thus resolving the crisis it did not help settle conflicts and eventually Missouri was repealed by the Kansas Nebraska Act. Stephen A. Douglas, the Senator who drafted the bill, intended for it to provide a path to development for a Transcontinental Railroad. However, the popular sovereignty clause in the Act led to anti-slavery settlers from the North and pro-slavery settlers from the South to migrate to Kansas in order to vote on the matter of slavery, which resulted in a small civil war called “Bleeding Kansas”.
