While in office, Roosevelt built up the Navy. He stretched the United States Navy and sent the Great White Fleet on a world tour to make the United States ' naval power more powerful. His efforts to end the Russo-Japanese War won him the 1906 Nobel Peace Prize. Not only did he win the Peace Prize, he had also won over powerful people in the administration and congress from large navel stipulations. In his book “Theodore Roosevelt and the Rise of America to World Power”, Howard K. Beale states, “Roosevelt urged Mahan to write him often and promised, ‘All I can do towards pressing your ideas into effect will be done’ Mahan supplied arguments. Theodore reported confidentially the shifting state of mind of their common chief, John Long, Secretary of the Navy.” (Baltimore, Maryland, 1956), 56. During his legacy as Assistant Secretary of the US Navy, Roosevelt did all in his power, which had included giving up action short of war, to promote war with Spain over
