On July 20, 2016 Jake sent a disrespectful email to Juneau Police Department (JPD) Chief of Police using his State email at work. The email stated in part “…You are full of shit! ...You people have no Honor! .... FUCK YOU JPD!” (email attached). With this, violating Department’s Employee Conduct Policy and Procedure (02.01.020), Department’s Use of State Telephones, Fax Machines, Computers Policy and Procedure and the Statewide Personal Use of Office Technology Policy.

A pre-determination meeting was held on July 26, 2016 with Jake in the presence of Union Representative Tom Brice. Presenting the allegation he conducted himself in a disrespectful manner in the workplace, via his work email, violating Department’s Employee Conduct Policy and Procedure (02.01.020), Department’s Use of State Telephones, Fax Machines, Computers Policy and Procedure and the Statewide Personal Use of Office Technology Policy. Specifically, on July 22, 2016 he used foul and derogatory language towards a police officer using his State email account.

During the meeting, Jake stated he acknowledged he was aware of the Dept.’s Employee Conduct P&P, stating that per the policy he should behave as adult at all times, no let his emotions get the best of him and to get along with others. He also

Jake stated he sent the email in reaction to something he heard on the radio during lunch time. He continued, he wished he didn’t send the message, that it was an error in judgment. In addition, he stated he is embarrassed and assured this won’t happen again and he feels very remorseful. Furthermore, he stated he had already sent an apology to the Chief of Police (attached). He understands he is a representative of the State and by using his State email he is representing the State of Alaska.
