Therefore, dealing with the housing problem in time and space and society different conditions becomes different, therefore, must be clear the purpose of satisfying the biological residential needs ,the basic argument is that what is the residential-living or basic shelter? What is its scope and implementation? What are the ways and methods of financing and access to it? What people and what social groups, in what circumstances will have priority? These questions are illustrative of the background, dimensions and importance of the housing.
