SNC’s Situation paragraph contained detailed information about higher and adjacent units that was not briefed to him. SNC briefed a scheme of maneuver that was based off tactical control measures that he was unable to explain after he was asked what they meant. SNC’s tasking statements did nothing other than assign fire team billets to subordinates; SNC proceeded to brief later on that tactical control measures were not applicable. SNC successfully tasked each of the candidates throughout the evolution but neglected to cover the scheme of maneuver in detail causing some confusion early on with regard to negotiating the obstacle. In the three school districts examined for this case study, graduation rates also rose significantly in the years following the implementation of NLCB. In the 2001-2002 school year, students in the Philadelphia City School district graduated at a rate of 52 percent.
