Security Issues In College Campus

My college campus has students. Some of these students smoke. I don't know much about campus security issues or how hard it would be for security to issue tickets, but I think that they should issue $1 fines to every student they catch throwing cigarette butts on the ground. well, maybe not $1; maybe thats too much but then again maybe bot. That could be just the right amount because students could afford it but wouldn't much like it. I wouldn't want to put security between a rock and a hard place by asking them to issue fines that students couldn't pay. Anyway, like I said, im going to write this essay about student smokers who are students on this campus and who throw their cigarette butts on the ground.
