Many different groups within a community help shape schools, like parents, students, and teachers but also taxpayers, federal / state and local governments and even special interest groups. The elected superintendent and school board of a community usually hands down the rules to the principles of the schools that reside in that community. The rules that are told to them by the state and federal departments of education and for the most part have to be implemented. The elected school board approves teachers, administrators, and other school personnel, they also are in charge of the districts educational budget and policies.
