Sacramento County Alcohol and Drug Treatment Initiative faced many challenges during the implementation process. Bob Caulk and Toni Moore struggled with their staff at Department of Health and Human Services being unwilling to implement and apply the skills from AODTI, for fear of the increased workload and resistance to change. DHHS middle-managers chose not to attend the AODTI training sessions, were not invested in the project, and did not take step to implement the program into their department. Moore decided that compromising with the union was there best option. The agreement was regarding the SASSI. No SASSI was needed if both the caseworker and the client agreed that the client had a substance abuse problem or if the client declared they have a substance abuse problem. UPE accepted the compromise
One of the biggest barriers that Caulk and Moore face was the news of a 3 year old who was killed by his mother, a drug-abuser. Their Child Protective Services case was closed two months prior to the child’s death. Moore was challenged by the AODTI board of supervisors for the “harm reduction section” of the training material. Moore modified the, board requested, harm reduction and added a disclaimer.
Moore had a misunderstanding with UPE representative Guckert. Guckert had understood Moore as having said “No new paperwork,” when, in fact, Moore said that AODTI wouldn’t be a paperwork laden project. UPE also accused Moore of not adhering to the union contract. (Moore and staff spent hours combing through correspondence and outreach efforts)
Moore invited the unions to participate on the advisory board of AODTI, but they did not participate and they did not communicate back to the union
