The Roman republic was not a pure form of democracy but an alteration form of a democracy so I would say that it is kind of democratic. During the Roman empire there were many times where they needed the people’s opinion or sayings on many things. Throughout the meetings for example, the assemblies had the final say in passing or repealing laws and also make the final decision on the question of peace or war. Also the citizens who had the time and expense could vote and that was only two percent of the Romans. So that made it an alteration instead of a pure form of democracy. It is the people in the assemblies who grant office to those that deserve it through elections meaning that it is more important to know how a leader can benefit everyone
