One such tool is Collaborative Decision Making (CDM). CDM provides the airlines and the FAA with real-time access to information such as weather, equipment availability and delays. CDM involves using Ground Delay Program Enhancements, Initial Collaborative Routing and National Airspace System Status Information. The User Request Evaluation Tool (URET) helps identify potential aircraft-to-aircraft conflicts up to 20 minutes ahead (FAA, 2006, p.6-11). The Traffic Management Advisor (TMA) helps controllers alleviate congestion. The information input into this system helps make decisions about arriving aircraft and includes real-time radar track data, flight plan data, wind speeds and directions. Information is updated every 12 seconds and computes routes and optimal schedules. The TMA is a part of the Center-Terminal Radar Approach Control (TRACON) Automation System (CTAS). This system maximizes runway utilization by providing controllers with aircraft sequence numbers and runway assignments. These systems depend on improvements and updates to radar equipment, Global Positioning Systems (GPS), ATC equipment and some new technologies, which are currently being implemented. The use of these tools will allow for an increase in the number of aircraft and flights that can operate in the same airspace at the same time. Next Gen continues what the Free Flight initiatives began. Paving the way in this endeavor under Next Gen technology is the Automatic Dependent Surveillance Broadcast (ADS-B) system. “Equipment such as ADS-B allows pilots in their cockpits and air traffic controllers on the ground to “see” aircraft traffic with more precision than has previously been possible” (FAA, 2006, p.6-13). Next Gen surveillance technology incorporates both air and ground aspects that provide air traffic control (ATC) with a more accurate picture of the aircraft’s three-dimensional position in the en route, terminal, approach and surface environments. The aircraft provides the airborne portion in the form of a broadcast of its identification, position, altitude, velocity and other information. The ground portion is comprised of ADS-B ground stations which receive these broadcasts and direct them to ATC automation systems for presentation on a controller’s display.
