According to the textbook, early in the nineteenth century, the Congress had more power than the President, because the President was lack of power, and international connection. In this mean time, the Congress has an important role, and it is the one did most of the things. During 1941 to 1973 which is the period of Pearl Harbor and the Vietnam war, the President was dominated foreign policy. Now , the President have many powers like treaty power, appointment power, legislative power, inherent powers, delegation of power, and other specific powers. The president is the Head of State, so he should be powerful to make the state strong and economic well-being. The citizens voted for the President who they trust , so the President must work hard in able to worthy it. However, the President 's decision need to be ratify by the Congress in order to do it. “While the members of Congress talk and negotiate, the president can decide and act.” (348). He need to show that he can work with Congress well, because the good leader is not demanding everything that he want, but he need to serve everyone 's demand. It is very important to make a decision , because one wrong decision can make a big mess, and big change. Congress will have more chance to give right decision , because it is ratify by many people.
