He is saying World War one is really the turning point in history were people and nations of the modern world realize how deadly war can be and how violent we can be towards each other. For example what really shocked the world was the birth of the deadly modern warfare while the people still used older style of fighting which was devastating. Eksteins also talks about the social and cultural changes in Europe.
