SUBJECT: Request Tour Extension for Mr. Patrick L. Lum, Supply Technician, GS-2005-05, TSAE, RTSD East, TSC Ansbach

1. This employee will have completed seven years of civilian foreign area service in a DOD position in the competitive service without the required interruption on 19 December 2017. Request a twenty-four month overseas tour extension, with a new DEROS of 19 December 2019. The employee does not have return rights.

Mr. Lum is the subject matter experts for the TSC Ansbach on VIOS and TS-MATS systems. He is embedded into the units’ training planning process and coaches unit Commanders and 1SGs through the training management process during their planning of Title X training at the TSC Ansbach. His current position requires a seasoned professional that is qualified and experienced in Home Station Training Support (HSTS) due to the highly charged environment and the background required to plan, coordinate and to execute Home-Station training at TSC Ansbach in support of the 12th CAB, Aviation Rotational forces and USAG Ansbach. This knowledge and skill comes with years of experience and understanding of how to develop the required training resource operational designs for all stationed units and other units utilizing the TSC Ansbach training …show more content…
In light of the recent Wedge Reduction analysis which recommended that two each position from TSC Ansbach be eliminated during the FY17 and FY18 TDA, these will be reduced from the TAVI and VSCW funded positions. It is imperative while providing HSTS to our Soldiers to maintain a level of continuity and cross training to adapt to these critical personnel cuts and shortages at the TSC level. Losing an experienced former Engineer, GTA Range Coordinator and an extremely talented Supply Technician like Mr. Lum, will definitely prove detrimental to the TSC Ansbach team and severely reduce the quality and capacity of HSTS which they currently provide to the Soldiers of the 12th CAB, Aviation Rotational Forces and USAG Ansbach.

4. Succession Plan Failure

a. Due to continued lengthy delays in the hiring process and the difficulty to over hire against Mr. Viegas position to prevent mission failure, our succession plan was not feasible. The increased operational tempo in Home Station, Rotational, Deployed Training Support, and Visual Information support to Training Support Center Ansbach and OAR (Poland) mission requirements during the last 18 months precluded any opportunities to absorb and prepare for a loss of Mr. Viegas as the Training Support Center LTA/ Range Coordinator.
