Remove The Pavers
If the roots have grown completely under your pavers, you are going to need to remove the pavers the roots are growing under in order to effectively remove the roots. You also need to remove a few additional rows of pavers in order to have some room to work with while removing the roots.

You can even number the pavers that you pull out with chalk in order to make it easier to put them back in place after you remove the roots.
Excavate The Roots
The first thing you need to do is remove any cement or gravel that is underneath your pavers. You'll want to set this material aside to use later. Next, use a hoe to loosen the soil around the roots. You'll want to loosen the soil around the entire root, not just the portion that goes under your pavers.
After you loosen the dirt, use a shovel to remove the dirt from around the roots that are disturbing your pavers. Dig out enough dirt so that you can clearly see the roots that you are trying to remove.
Once you expose the roots, use a cutting tool, such as a spade, loopers or an axe to cut through the root. You'll want to cut the root before it goes under your paver. Ideally, you'll want to redirect the root to grow in another direction.
When the root has been cut, you need to pull out the entire root. You don't want to leave the root under your pavers just because you cut it. If you can, dig a little bit and point the portion of the root that you didn't cut off downward and away from your pavers so that you don't have to repeat this process again
