What is the theory of representative bureaucracy?

Why do we still want to work in the public service despite our many criticisms? Why do we take this class, if we don’t like the public service or if we don’t want to work in the public service?
- We also mention positives but because many of us work in the public service, we are aware of the many faults
- Many of us have first hand experience being “overpaid, underpaid, or not paid at all” from the phoenix pay system
