Regarding the Proyecta 100,000 Training Program targeting teachers, it results astonishing that they are able to work in Mexican HEIs without the mastery of the English language skills. A language which is supposed to be an essential tool for their research production and teaching strategies. Therefore, Mexican government must rethink about this ambitious initiative. If a government is implementing an initiative for improving the higher education teachers ' linguistic skills by sending them abroad. First, there may be some work to do at home in relation to the hiring process of HEI teachers.

Thus, Mexico will be in the top three of places of origin of international students.
