Since the initiative was recently implemented and the access to the all the Proyecta 100 Mil official calls is either difficult or they have not been opened. On this paper we will focus in one of the programs: Programa Nacional de Becas: Programa de Capacitación Proyecta 100,000 (National Program of Scholarships: Proyecta 100,000 Training Program).
Proyecta 100,000 Training Program has two different calls, one for teachers working in public higher education institutions (HEIs) and another one for students who study in PHEIs. This program offers the opportunity, for teachers and students, to acquiring global competencies like learning the English language.

Regarding the Proyecta 100,000 Training Program targeting teachers, it results astonishing that they are able to work in Mexican HEIs without the mastery of the English language skills. A language which is supposed to be an essential tool for their research production and teaching strategies. Therefore, Mexican government must rethink about this ambitious initiative. If a government is implementing an initiative for improving the higher education teachers ' linguistic skills by sending them abroad. First, there may be some work to do at home in relation to the hiring process of HEI teachers.

Thus, Mexico will be in the top three of places of origin of international students. Regarding U.S. students abroad, if the goal of sending 50,000 students to Mexico is met; then, Mexico would overcome their Spanish-speaking counterparts. Finally, after reviewing the Proyecta 100,000 Training Program call and the responses made by 23 former participants. It is suggested that the requirements for applying to this program are accessible; therefore, what would happen when start receiving a higher number of application? Moreover, the participants described the process of and application selection as “simple and easy” What is the criteria selection? On the other hand, CONACYT and COMEXUS have designed committees that interview the prospective scholars.
