The TE rated the project’s outcome effectiveness as “Satisfactory”, and this TER downgrades the rating for effectiveness to Moderately Satisfactory. According to the TE, “Effectiveness varied somewhat across the projects, but all made satisfactory progress in building health system resilience to climate variability.” (TE, p.56). Concerning the Project Development Objective and the project’s 4 expected outcomes, none of them have been reached in a full degree.
