The legislative branch was established in 1787 when the leaders of the states gathered to write the Constitution. The leaders of the states wanted a Strong and fair government and wanted to protect individual freedoms and prevent government from abusing its power. The Virginia Plan was a compromise that was proposed to make the legislative branch bicameral.
