Poplar Bluff Police Report

On 01-29-2017 at 1515 hours I was dispatched to the Poplar Bluff Police Department in reference to assist the Division of Family Services with a hotline investigation.
Upon my arrival I made contact with Crystal Purl, who informed me of the following:
- They had received a hotline report concerning Emily Vaughn being abounded by her parents.
- Emily Vaughn was left at Eric Starnes Residence on 01-27-2017 by her mother Trude Vaughn.
- Starnes is calming to be Emily Vaughn’s legal guardian.
- It is unknown how Starnes knows Emily Vaughn.
I responded to 1025 Ivadene to make contact with Emily Vaughn and Eric Starnes.
Upon my arrival I made contact with Emily Vaughn at the residence and she advised Eric Starnes was not home.
I was advised of the following by Emily Vaughn:

- She has not been going to school.

A short time later Eric Starnes arrived at the residence and informed me of the following:
- Trude Vaughn and Emily Vaughn had been living in Poplar Bluff staying with friends, at the Relax Motel, and at times in the vehicle since they returned to Poplar Bluff in the beginning of December.
- Approximately two weeks ago they moved back to Crescent City Illinois.
- He was contacted by Trude Vaughn asking him to take guardianship of Emily Vaughn.
- Trude Vaughn and Emily Vaughn informed him Trude’s boyfriend did not want Emily at the residence in Illinois anymore she had to leave.
- He has meet Trude Vaughn at most three times and talked to her on the phone at most four times.
- He does not know Trude Vaughn and if the situation was reversed he would not leave his child with her.
- Emily Vaughn told him Trude Vaughn’s boyfriend has exposed his genitals to her in the past and asked Trude if Emily liked it.
- Emily is not enrolled in school and to his knowledge has not gone to school at all in January and possibly not in December either.
