On or about Tuesday, October 13, 2015 at 0332 hours your AFFIANT (Patrolman Joshua Pastucka) was sitting stationary in the Unity Cafe parking lot located on the 400 block of E. Centre St. (State Route 54). Your AFFIANT observed a red Chevrolet Blazer traveling South on N. Union St. fail to stop for the stop at the intersection of N. Union St. and E. Centre St. The Blazer after failing to stop continued to turn left onto E. Centre St. Your AFFIANT observed the registration plate lighting on the Blazer was on working. Your AFFIANT observed the Blazer make a left turn onto N. Bridge St.

STAMETS spoke with O'DONNELL as well and observed several indicators of O'DONNELL being under the influence of a controlled substance. STAMETS asked O'DONNELL to perform a variety of field sobriety tests. O'DONNELL unsuccessfully completed the field sobriety tests.
