Opponents consider this act to be a costly financial burden put upon the national debt. They blame the current presidential administration of excess spending on entitlement programs that will impact future generations. The impact of international expectations of education levels and skills has increase requirement needed to compete in the current job market. Thomas Billitteri noted, only 39% of US adults have two or four year degrees compared to Japan and South Korea, where more than half (ages 25- 34) hold degrees (par. 7). Increasing education and skill are imperative to compete in today’s job market. Skills training and education available at the community college level can prepare students to enter into the job market with the training needed by employers.
