There are conspiracies surrounding the origin of the document and who wrote it, with no concise answer. It is likely that Victoriano Huerta was the man behind the Plan, since his remaining followers were the group it was first advertised to, to provide a means to make a comeback in 1915 after his poor political performance while in power. As it was written in the Plan of San Diego, there was to be an armed uprising on February 20th, 1915 against the United States ordering for the liberation of the Southern territory, and for every North American male over the age of sixteen to be put to death.
