Petty Officer Villanueva demonstrated sustained superior performance as Leading Petty Officer (LPO) at U.S. Naval Computer and Telecommunications Station (NCTS), Far East Detachment Chinhae from November 2014 to December 2016. His professionalism and dedication to duty were exemplified by the following accomplishments:

- Phenomenal Leader. A top caliber and multi-talented First Class Petty Officer who is sought throughout the peninsula for his mentorship and expertise. As LPO, he supervised and trained 12 personnel in the daily operations and functions of Detachment Chinhae’s Communications Operations Center supporting the Republic of Korea-Navy (ROKN), Commander, Naval Forces Korea (CNFK) and seven Echelon III commands. He coordinated the migration of 240 Korean plain language addresses and maintained message traffic capability between the ROKN and U.S. Navy throughout the transition of the last legacy messaging system in the Pacific Rim to a modern information exchange.

- Experienced Trainer. He developed and planned a short and long range Information Warfare training plan that efficiently tracked all personnel’s training and requirements, revamped six detachment JQRs and conducted 62 hours of basic military requirement, operational, Information Warfare and information technology in-rate training. His leadership directly contributed to all around knowledge increase as evident by qualifying 12 Site Duty Officers, five Enlisted Information Warfare Specialist and four paygrade advancements.

- Mentorship Coordinator. He developed and managed a program that fosters active communication and contributed to professional and personal growth of 22 Sailors. His program ensured all Sailors were assigned effective mentors. He was responsible for maintaining and reporting quarterly reports to Detachment Officer-in-Charge and parent command. Additionally, he conducted sponsorship training to 12 Sailors as the Sponsorship Coordinator. He led and directed the preparation and execution for NCTS Far East Detachment Chinhae’s Stage I and II of the Command Cyber Readiness Inspection. He conducted in-briefs and 12 hours of security training for 14 Sailors and seven civilian employees. He identified and overhauled 52 standard operation procedures and local instructions which addressed and corrected training shortfalls and improved critical operational mission requirements. His efforts led NCTS Far East Detachment Chinhae to pass the inspection.

- Highly Involved with First Class Petty Officer Association (FCPOA). Elected treasurer in his first year as a First Class Petty Officer (FCPO) and managed over $2K in mess funds. Led four fund-raisers for FCPO events building esprit de corps among the FCPOA. Elected Vice President of the FCPOA in his second year as a FCPO. Coordinated five “giving back to the community” events such as ice cream give away for C.T. Joy Elementary students and created the first Commander, Fleet Activities Chinhae command

They spend six to 18 months focusing all their attention on learning a second language at an accelerated pace and when they have accomplished that daunting task they are sent to Goodfellow Air Force Base to learn the technical aspect of their MOS, usually another three or four months of training.
