People tend to forget that a rural bullet is no less deadly than an urban one. With a
smaller agency, not only is the funding frequently not available for training in the latest law
enforcement practices, but there is the lack of personnel to run the agency while the others are
out getting training. So, the officers in the small agency are left to their academy training,
