On 11/12/16 at approximately 0509 hrs, Donald I. Hayward (DOB 09/01/75) called to report that 2 males tried to get into his vehicle and were now going house to house. Donald was calling from 6731 Charlotte Ave SE, which is located in the City of Auburn, County of Pierce, and State of Washington. Donald described one of the males as a white male, in his 20’s, 6’00” in height, thin build, black jacket, and wearing a gray hoodie. Donald was unable to describe the second male. Donald also advised that he has video of the males.

At approximately 0514 hrs., advised that the subjects were trying to break into a white jeep about 5 houses south of Donald’s residence. Donald then advised that the subjects were inside a red escort near the white jeep.

I removed the backpack and placed it on the ground next to my patrol vehicle, before I placed Ryan in handcuffs. I asked Ryan if the backpack was his and he stated it was. I then asked Ryan if he would allow me to search his backpack, which he stated that I could. I advised Ryan that he could limit my search at any time and revoke my search at any time. I placed the backpack on the hood of my patrol car to search it, while Ryan sat my front bumper. While searching the backpack, I noticed that there was a lot of various tools inside the main compartment. I also noticed a plastic straw in one of the side mesh pockets. This straw was short in length and appeared to have been slightly melted/heated and a brown colored burnt residue on one end. I immediately recognize this straw as drug paraphernalia, through my training and experience as a Police Officer and a Drug Recognition Expert. I asked Ryan if uses Heroin and he stated that he does. I search Ryan incident to arrest and located a set of keys in his left front coat pocket. There were 5 keys on the key chain and upon closer look, I could see that all the keys had been filed down to make “jiggler” keys. “Jiggler” keys are commonly used by criminals to steal vehicles. As I continued to search Ryan, I located a lock pick in his left front pants pocket. I advised Ryan that he was under arrest for Possession of Drug Paraphernalia and Possession of Auto Theft tools. I placed Ryan in the back of my patrol vehicle and went to speak with the other officers.

I spoke with OFC Claire who advised that Lara stated she was picked up around 0200 hours by Lorenzo and Justin in Seattle. Lara stated that the three of them drove around for a couple hours and were going to the Muckleshoot Casino for a while before she got dropped off at her nieces. Lara told OFC Claire she does not remember how they got up to Lakeland Hills or why they were in this particular neighborhood. Lara continued to tell OFC Claire that Lorenzo stopped the car in the neighborhood and Justin stated he "had to go pee" and Lorenzo stated "he did to" so they exited the vehicle and Lara stated she stayed inside.
