The “Pattern or Practice” claim made within this letter addresses the use of deadly force the Albuquerque police officers uses during the officers everyday shifts. The investigation, which the writers of the letter contacted, concluded with, “… we have reasonable cause to believe that APD engages in a pattern or practice of use of excessive force, including deadly force, in violation of the Fourth Amendment and Section 14141,” (page one). The factual claim the letter is making is the fact police officers are using deadly forces in an unconstitutional manner. Through the unconstitutional shootings, the police are losing the trust of the community. The lack of support is making the job of the department harder than it needs to be.
