How was it built? Well there are many reasons why but here are some. The United States of America was its first year with the Panama, it was discouraging but millions and millions were spent. The canal was doing better, but Stevens and the others, they had decided there was no point in going further along with it. They had an original chief who was replaced by with John Stevens, who he knew how to run large run-scale projects. When Stevens took over they began a new project which he first putted a stop to the digging .
