The Coast Guard’s Helicopter Interdiction Tactical Squadron (HITRON) has a unique mission using specialized airborne use of force tactics for drug interdiction due to these mission complexities challenges arise. There is a shortage of experienced mechanics at HITRON due to the Precision Marksman Aviator (PM-A) Program. The Aviation Maintenance Technicians (AMT) and Aviation Electrical Technicians (AET) rates suffer at the unit due to the fact that the PM-A program does not limit the number of seats each rate can occupy. Under the current selection process the only chief with a hand in the process is the Precision Marksman Chief the six Chiefs on the hangar deck have no input on who gets selected for the program. Our current Personnel Allowance List (PAL) does not allow for an adequate number of experienced members not only on the hanger deck working on aircraft but also in the PM-A program.
As stated above there is no limit to the number of AET’s and AMT’s that can be selected for the program. Currently there are 24 PM-A positions and out of those 24, 16 are being held by AMT’s leaving a shortage of AMT’s actually working on aircraft. These Chiefs have daily interaction with their members and know which mechanics have the leadership, judgment, and professional knowledge needed for the PM-A program's needs. Once a member gets selected the Coast Guard is making a substantially large investment in them, and when they fail to meet the requirements we lose time and money and have to reopen the selection process to identify other members who can meet the needs.
