Observation Of Road Observations

Thursday, January 5, 2017 I was on vehicle patrol traveling westbound on Water St passing the ferry terminal when I observed a vehicle traveling towards me that was very close to the center line of the road. I further observed that the vehicle was over the double yellow center line, so I steered to the side of the road and let the vehicle pass.
I turned on the vehicle (a dark colored SUV) and had to accelerate to catch up the vehicle. As I was doing this I observed the vehicle again drive on the centerline of the road. I activated my emergency lights and conducted a traffic stop on the vehicle.
I contacted the driver of the vehicle and she was identified as Rachel E. KNAPP of Port Townsend, WA. By her Washington driver’s license. I immediately observed that Rachel’s eyes were pink, bloodshot, and watery. I noticed a strange odor coming from the partially opened window (she only opened the window about 6 inches), but I could not place the odor (it was very cold and there was a breeze coming off the bay).

She told me she was a student and she had been doing computer work all day.
I asked Rachel when the last time she had consumed alcohol. She said four days ago. I asked Rachel if she had consumed any alcohol today and she said she had not. Rachel volunteered she had been drinking Kombucha Tea (a fermented tea made with a fungus culture and black tea). She handed me an opened bottle of Synergy Cosmic Cranberry drink (AKA Kombucha). According to the Alcohol Tobacco Tax and Trade Bureau, Kombucha can contain more than .5% alcohol by volume, In Washington you have to be 21 years old to purchase
