As the Civil Rights Project (2000) notes, 40-60% of the inner/urban-city youth are dropping out in the United States. The populations that impacts are people of color living in inner/urban cities where their needs are neglected. Most of the current policies that are in place are not meant to help children of color, but to set them up for failure. The No Child left Behind that congress passed in 2001 was aimed to improve student testing outcomes, yet they neglected to see that children of color gap between white and colored students when it comes to test taking.
